The Right to Development

Recognizing that development is a comprehensive economic, social, cultural and political process, which aims at the constant improvement of the well-being of the entire population and of all individuals based on their active, free and meaningful participation in development and in the fair distribution of benefits resulting therefrom; The human person is the central subject of development and should be the active participant and beneficiary of the right to development. 

All human beings have a responsibility for development, individually and collectively, considering the need for full respect for their human rights and fundamental freedoms as well as their duties to the community, which alone can ensure the free and complete fulfilment of the human being, and they should therefore promote and protect an appropriate political, social and economic order for development.​

Equality of opportunity for all in their access to basic resources, education, and health services, food, housing, employment and the fair distribution of income. Effective measures will be undertaken to ensure that women have an active role in the development process. Appropriate economic and social reforms will be carried out with a view to eradicating all social injustices.​

| Activities of the Province


Programs need to be implemented and sustained across all districts within the Northern Province to maximize the number of children pursuing sports beyond the age of 15 years.

Poverty Alleviation

Targets those marginalized, unemployed, and living in poverty, for the long-term, through implementable and sustainable initiatives in the Northern Province. 


Output from frequent meetings with secretary education and all ZDEs by Governor’s office ​

Water Environment and Agriculture Security Forum 

The above forum is facilitated by the Hon Prime Minister’s office. ​

Meetings held with relevant department to discuss issues related to implementation of the integrated development plan in the sectors of agriculture, irrigation, drinking water and environment and improving facilities for people in the NP.


Climate Change Secretariat of the Ministry of Environment has initiated the preparation of the Northern Province Adaptation Plan to Climate Change with the Northern Provincial Council.​


The Governor's office partners the Urban Development Authority (UDA) in promoting investments in the Northern Province​

Women's Affairs

The Governor's office has a special focus on women, especially towards single mothers and victims of gender-based violence enabling them to have a means to live with dignity.​


The Health sector is advised by an eminent panel headed by Sir Prof Arulkumaran. Health services and infrastructure reviews were conducted. Meetings also held with MOH Colombo looking at master plans of the health sector and evaluating gaps.​
